The president of the Modem has in fact suggested that the European election on Sunday does not allow voters to determine who would lead the Commission in Brussels. He described as " puppets " of the candidates declared for the presidency of the Commission. According to him, the president has already designated slide. Its output has intrigued his interviewers , but Bayrou did not want to say more.
In truth , the centrists - the candidate Guy Verhofstadt - are convinced that Angela Merkel, the Iron Lady of Europe will not accept any candidate other than Jean - Claude Juncker, the leader of the conservative EPP President of the Commission . Article 17-7 of the Lisbon Treaty (see below) has changed the method of appointment of the Commission President. The Treaty provides that the Heads of State and Government , meeting within the European Council , propose a candidate "taking into account the elections to the European Parliament." Within the European Council , the candidate is introduced by a qualified majority .
But what exactly is the scope of the term " account " ? It does not seem imperative. So , in effect , the European Council reserves the right to appoint a candidate regardless of the outcome of the polls. However, the potential candidate by the European Council must then be "elected by the European Parliament by a majority of its component members . " Otherwise , the European Council has one month to propose a new name that will be equally subject to the approval of Parliament.
In other words, Angela Merkel could certainly push the candidacy Juncker, obtain a qualified majority in the Council of Europe, but it would still Juncker who obtains an absolute majority in Parliament. If European Socialists or other training , other PPE , are bringing Sunday evening , the scenario seems rather unlikely ...
